Business Paper 2 — Managing Business Activities
Topic Brief: Planning Finance and Forms of Business
Provenance (written 2026-09-28): built on research/veridian/WBS12-verified-facts.md (primary source —
its 2.3.1 "Topic-by-topic verified content" section, lines 109–129, and its separate lesson-audit log for
planning-finance-and-forms-of-business.ts, lines 340–427, which don't draw from each other's evidence, so
both were checked); the live lesson file itself (checked so this brief doesn't restate its three built-in
level-exemplars — Jan 2020 Solutions Accountancy, Jun 2019 Zwift, Oct 2022 ASV — beyond citing they exist);
the three existing technique-hub/wbs12/ documents (FORGE, CODEX, signal-frequency-and-boundaries.md,
all read in full); and question-bank/wbs12.ts (its two live questions — Jan 2021 Sew Sew, Jun 2023 Żabka —
are legislation and taxation, not this topic, so there's no overlap to avoid). No new primary PDFs were
opened this pass; every claim below traces to one of the documents named here, cited inline.
WBS12 SIGNAL — Topic Master Brief: Planning, Finance and Forms of Business
Spec section 2.3.1. This is the narrowest kind of technique-hub document: not a re-teach (the lesson file
already covers the mechanisms) and not a restatement of the section-level frequency row already published
in signal-frequency-and-boundaries.md. What it adds is the question-by-question evidence behind that row,
and, in one place, the recurring shape of how Pearson has actually examined this topic.
1. Real series that have tested this topic
Eight series carry a named real question, business and angle for 2.3.1 across the two source documents checked for this pass:
| Series | Q | Tariff | Business / context | Angle |
|---|---|---|---|---|
| Jun 2019 | 1(d) | 8-mark Discuss | Zwift (Ltd, venture-capital funded) | Advantages of limited liability |
| Oct 2019 | 3 | 20-mark Evaluate | not named in source | Loans vs leasing |
| Jan 2020 | 3 | 20-mark Evaluate | Solutions Accountancy | Stock market flotation |
| Jan 2020 | not specified | not specified | Tharindu's T-shirt business | Forms-of-business context (same series, separate extract from Q3) |
| Jan 2022 | 1 | not specified | Etsy | Online business type / marketplace failure |
| Oct 2022 | 1(e) | 10-mark Assess | ASV (sole trader, CCTV installer) | Benefits of becoming a private limited company |
| Jun 2023 | 3 | 20-mark Evaluate | not named in source | Retained profit vs sale of assets |
| Jun 2023 | not specified | Define-level | Żabka | Franchising definition |
| Oct 2023 | 2 | not specified | Grupo Tamazula / Salsa Valentina | Plc flotation and trademark |
| Jan 2024 | not specified | not specified | Mundin family / The Rex Cinema | Leasing a building, retained profit |
| Jan 2024 | not specified | not specified | Kajak Kanu Klub | Business plan advantages |
Seen in 8 of 16 series in the primary archive (June 2019–October 2024, the window
WBS12-verified-facts.md reviewed). The two more recent series FORGE checked directly against primary PDFs
(January and June 2025) show no confirmed 2.3.1 question in the material reviewed for this pass — both
series' Q3 themes were external influences (business cycle; inflation vs interest rates), per FORGE's own
notes. That puts the wider count at 8 of 18 series checked across the two documents, not 9.
This is one higher than signal-frequency-and-boundaries.md's own table, which reads "7 — Oct 2019, Jan
2020, Jan 2022, Oct 2022, Jun 2023, Oct 2023, Jan 2024." That document's own stated method drew only from
each spec section's "Real context Pearson has used" list; the June 2019 Zwift anchor above lives in the
facts file's separate lesson-audit log, which that method didn't draw from. Both counts are honest readings
of their own stated sources — this brief's 8 simply reads one document further.
2. The mark-tariff pattern
The 20-mark Q3 essay is this topic's single most common home. Three of the eight series above used it there — Oct 2019, Jan 2020, Jun 2023 — more than any other one tariff, and the facts file's own note is direct about it: this topic "recurs as a Section C essay topic more than most others in the years reviewed." One confirmed appearance each exists at 10-mark Assess (Oct 2022) and 8-mark Discuss (Jun 2019). The remaining five series carry a real 2.3.1 question somewhere in Section A or B, but the source material does not record which specific sub-question or tariff for four of them (Tharindu, Etsy, Grupo Tamazula, and both Jan 2024 businesses) — that gap is in the source, not filled in here.
3. The recurring context/angle
Two shapes repeat, each with real evidence behind it rather than a general impression:
- A genuine two-way finance comparison, specifically at the 20-mark tariff. All three confirmed Q3 appearances are a named choice between two real finance methods or a single incorporation-type proposal: loans vs leasing (Oct 2019), whether to float on the stock market (Jan 2020), retained profit vs sale of assets (Jun 2023). Three for three — every confirmed 20-mark instance of this topic has taken this comparative or proposal-evaluation shape, not a single-concept essay.
- A named small or family business at (or just past) a form-of-business decision point, where the documented trap is reaching for a memorised advantages list rather than checking what actually fits the business's real stage. The clearest evidence: Oct 2022's ASV, a sole trader who had just become an Ltd — the examiner report states plainly that "not all of the advantages... are applicable" and some offered were "more of an advantage" to a plc than the Ltd actually in the extract. The same direction of error — generic advantages applied without checking fit — is the pattern the facts file names explicitly for this topic, independent of any single series.
4. If this topic appears, here's what to expect
- At Q3 (20 marks): most likely a comparison between two named, real finance methods, or a single incorporation/flotation proposal for a specific business — not an abstract "discuss forms of business" prompt. Plan for a two-sided structure from the first few minutes, as three real series have already taken exactly that shape.
- At 8–10 marks (Discuss/Assess): most likely advantages (and possibly disadvantages) of a form-of- business or liability change for one specific named business. The single highest-value check before writing: confirm which advantages actually apply to this business's real size and stage, not a memorised sole-trader/Ltd/plc list — the one trap independently documented across more than one series.
- At Define/Explain (2–4 marks): a named finance method or form of business (franchising, venture capital, personal savings, partnership) tested inside a real business's context. Two distinct components are required for full marks; no extract reference is credited on Define questions, and examples never earn credit — both are paper-wide rules, not specific to this topic, and already covered in FORGE.
What this brief does not do
It does not re-teach the mechanisms (the lesson and FORGE do that), repeat the section-level frequency row
or grade-boundary table (signal-frequency-and-boundaries.md does), or reproduce the lesson's own three
level-exemplars. Four of the eight series above are documented in the source only at the series/extract
level, without a stated sub-question number or tariff — that gap is named above, not guessed at.
