Business Paper 3 — Business Decisions and Strategy
Battle Card
Provenance (checked 2026-09-28): research/veridian/WBS13-verified-facts.md read in full (2,057
lines — 12 located series, Oct 2021 through Oct 2025, mark schemes and examiner reports mined to
varying depth per the file's own "series checked" note). All eight WBS13 lesson files in
content/veridian/curriculum/wbs13/ read directly, in particular each file's own end-of-lesson
reference-card block (paper-anatomy.ts, business-objectives-and-strategy.ts,
business-growth.ts, decision-trees-cpa-and-contribution.ts,
forecasting-and-investment-appraisal.ts, influences-on-business-decisions.ts,
assessing-competitiveness.ts, managing-change.ts) — those eight cards already exist as real,
verified, per-topic condensed lines, but nowhere in this course's material are they collected onto
one page; that gap is what this document fills. Also read in full: codex-definitions-and- application-bank.md (Part 1's definitions masterlist — the cues below compress its already-verified
wording rather than restate it at the same depth), forge-exam-technique-guide.md (its own tariff
and technique sections — this card's top-5 is a ranked selection re-derived independently from the
research file's primary quotes, not copied from the guide's prose), and signal-frequency-and- boundaries.md (checked for which spec sub-sections have the thinnest exam evidence, and to confirm
no WBS13 grade-boundary data exists anywhere in this course's sources — see the closing section
below). content/veridian/question-bank/wbs13.ts checked directly (213 lines, three real verbatim
past questions — Disney/resistance, Patagonia/transformative leadership, Bosch/SWOT) — no formula or
definition content lives there to cross-reference. Every line below is traceable to one of those
documents or to a named primary source within them; nothing here is new research. Two series cited
below — October 2025 (Publications Code WBS13_01_2510_MS: Tesla labour productivity/risk
assessment/workforce reduction, Superdry Porter's Strategic Matrix, Mears Group consultation) — were
reached only via a third-party mirror because the official qualifications.pearson.com URL could not
be located despite systematic date-pattern probing; the research file's own provenance note
(independently checked letterhead, Publications Code convention, and level-descriptor wording against
every confirmed-genuine WBS13 document) is the standing caveat on that series, carried forward here
rather than repeated at every citation. Not affiliated with or endorsed by Pearson Edexcel.
WBS13 Battle Card — Business Decisions and Strategy
Last-look reference only. Not a re-teach — for mechanism and worked exemplars, use the eight lesson
files above; for full technique depth, forge-exam-technique-guide.md; for the complete definitions
masterlist, codex-definitions-and-application-bank.md; for how often each spec point has actually
been examined, signal-frequency-and-boundaries.md. If a formula or definition you need isn't below,
it wasn't independently verified against a real mark scheme, examiner report or the spec in the
material this card draws on — check the specification's own Appendix 9 (ratios) directly rather than
assume the gap means "not examinable."
1. Paper shape
2 hours, 80 marks, calculators permitted (spec Appendix 10). Section A = Q1(a)–(e), 40 marks, all keyed to the Source Booklet extracts. Section B (Q2) and Section C (Q3) are each one 20-mark Evaluate essay, source-based. Confirmed identically in every series this course's research has read in full. Flat timing (this course's own arithmetic, 120 min ÷ 80 marks ≈ 1.5 min/mark, not a Pearson instruction): ~60 min Section A, ~30 min each of B/C.
| Slot | Command word (confirmed on real papers) | Marks | Appendix-6 definition |
|---|---|---|---|
| Q1(a)/(b) | Calculate (usually both; June 2023 opened with an Explain instead — the exact pair rotates) | 4 each | "perform a calculation, based on given data… workings should be given" |
| Q1(c) | Discuss, confirmed 8-mark in every series checked | 8 | "logical chains of reasoning… A brief assessment is required… no conclusion required" |
| Q1(d) | Assess, confirmed 12-mark in every series checked, never 10 | 12 | "coherent and logical chain of reasoning… leading to a supported judgement" |
| Q1(e) | Assess, confirmed 12-mark in every series checked, never 10 | 12 | same as Q1(d) |
| Q2 | Evaluate | 20 | "fully developed… chains of reasoning… a perceptive conclusion that proposes a solution and/or recommendations" |
| Q3 | Evaluate | 20 | same as Q2 |
Spec Appendix 6 also defines Define (2, "define a term or phrase") and Construct (4, "draw an accurately labelled diagram") and Analyse (6, "brief chain of reasoning… does not include evaluation") — all genuine spec content, but none of the three has been confirmed appearing on a real Q1–Q3 slot in the series this course has mined; treat them as spec-real, not paper-confirmed.
Q1(d) + Q1(e) = 24 of Section A's 40 marks — three-quarters of the section, both at the heavier Units-3/4 Assess tariff. Planning either at Discuss-length under-delivers against what 12 marks and the wider Level 4 band (9–12) actually reward.
Level bands, verbatim-sourced (Jan 2025 MS, cross-corroborated Oct 2021/Oct 2025): 8-mark caps at Level 3 (1–2/3–5/6–8) — matches Discuss's "no conclusion required." 12-mark and 20-mark both reach Level 4 (12-mark: 1–2/3–4/5–8/9–12; 20-mark: 1–4/5–8/9–14/15–20) — both explicitly reward "a supported judgement"/"an effective conclusion." Marking is holistic, not AO-by-AO — this exact warning appears in near-identical wording in 5 of 6 mined examiner reports (Oct 2022, Jan 2023, June 2022, June 2023, Jan 2025): a weak attempt at evaluation "will not necessarily be placed in the top levels." AO weighting for the whole unit (not per-question): AO1 5%, AO2 5.6%, AO3 7.5%, AO4 6.9% (spec p.39).
2. Formulas — memorise; Appendix 9 is not supplied in the exam
Ratios (3.3.5.2), spec Appendix 9:
- Gross profit margin = gross profit ÷ revenue × 100% — formula only, no mark-scheme worked figure found in the material mined.
- Operating profit margin = operating profit ÷ revenue × 100% — Peloton, Mar 2021: £115m ÷ £3,085m × 100 = 3.73% [June 2022 ER exemplar].
- Profit-for-year (net) margin = profit for the year ÷ revenue × 100% — formula only, no worked figure found.
- Current ratio = current assets ÷ current liabilities — Brompton Bikes, Mar 2021: £36,365,919 ÷ £11,155,758 = 3.26 [Jan 2023 MS Q1b].
- Acid test ratio = (current assets − inventory) ÷ current liabilities — formula only, no worked figure found.
- Capital employed = non-current liabilities + total equity.
- Gearing = non-current liabilities ÷ capital employed × 100% — Spotify, Sept 2023: €1,752m ÷ €3,891m × 100 = 45.03% [Jan 2025 MS Q1a]; Pets at Home, Mar 2021: £433.7m ÷ £1,427.4m × 100 = 30.38% [Oct 2022 MS Q1a]. Over 50% = highly geared. Named a durable weak spot twice, non-adjacent series — Oct 2022 ER: "large gaps in knowledge and understanding"; Jan 2025 ER: "a significant number of candidates did not know the gearing ratio formula at all."
- ROCE = operating profit ÷ capital employed × 100% — Five Guys, Dec 2021: £50,865m ÷ (£233,819m + £6,650m) × 100 = 21.15% [Oct 2023 MS Q1a].
3.3.3 decision-making techniques, confirmed from real mark schemes (not in Appendix 9's own table):
- 3-year moving average = (year₁+year₂+year₃) ÷ 3 — UK pet-ownership %, 2020: (40+41+60)/3 = 47% [Oct 2022 MS Q1b].
- ARR = average annual profit ÷ initial investment × 100 — Bramwell Brown: £150,000 cost, £287,550 total additional profit over 6 years, average £47,925/yr → 31.95% [Jan 2022 MS Q1a]. Trap: some candidates gave a payback-style years/months answer instead of a %.
- Income elasticity of demand (YED) — cross-unit content, legitimately examined here (paper "may draw on Units 1–2 knowledge") — = %ΔQD ÷ %Δincome. Spotify 2023: 4.85% ÷ 2.74% = 1.77 [Jan 2025 MS Q1b]. Trap: candidates who inverted the formula scored only 2 of 4.
- Contribution per unit = revenue per unit − variable cost per unit; total = contribution × units. Lush bath soaps: £5.50 − £1.00 = £4.50 × 3,300,000 units = £14,850,000 [June 2023 ER, two valid methods shown].
- Simple payback — no verbatim mark-scheme formula line captured; confirmed live content (Airbus A350-1000, Oct 2021 Q1b; Brompton Bikes' £100m factory, Jan 2023 Q1e).
- CPA EST/LFT/float — no verbatim formula line captured (course teaches from first principles); two real project durations confirmed: Coca-Cola Zero Sugar relaunch = 32 weeks [June 2022 ER Q2]; Burger King renovation programme = 11 weeks, Activity C float = 1 week [Summer 2024 MS Q3].
3.3.5.3 human resources, spec-defined formulas:
- Labour productivity = total output ÷ number of employees. Tesla, 2023: 1,845,985 ÷ 140,473 = 13.14 cars per employee [Oct 2025 MS Q1a]. Unit-specific trap, same family as the %-sign trap below: "13.14 cars per employee" with no working = 4/4; bare "13.14" = 3/4.
- Labour turnover rate = (staff leaving over a period ÷ average staff employed) × 100 — spec-defined; no WBS13-specific worked mark-scheme figure found this pass.
- Absenteeism rate = (staff-days lost ÷ total staff-days available) × 100 — spec-defined; no WBS13-specific worked mark-scheme figure found this pass.
3.3.3.3 decision trees: EV at a chance node = Σ(probability × payoff); compare each option's NET gain (EV − cost), never raw EV. Center Parcs, Oct 2024 Q2: new village (0.8×€780m)−(0.2×€120m)−€520m = €80m EMV; takeover (0.7×€220m)−(0.3×€70m)−€100m = €33m EMV — mark scheme recommends the higher EMV option while crediting the caution that the new village's 20% failure probability still matters.
3. Definition-cues
Two-clause cues, condensed from the CODEX bank's full prose — state both parts; a company example is never a substitute for the missing clause.
3.3.1: Mission statement — short public statement of purpose/values + not itself measurable. Ansoff's Matrix — existing/new product × existing/new market → penetration/development×2/ diversification (highest risk, proven expertise in neither). Porter's Strategic Matrix — cost leadership vs differentiation × broad/narrow scope → 4 generic strategies ("stuck in the middle" = weak on both). Portfolio analysis (Boston Matrix) — market growth × relative share → star/cash cow/problem child/dog; TWO separate credited limitations, not one merged point — "only a snapshot" AND ignores the product life cycle [Oct 2022 MS Q1d]. SWOT — internal (strengths/weaknesses) + external (opportunities/threats), one firm; not necessary to cover all four quadrants for top band [Summer 2024 ER]. PESTLE — Political/Economic/Social/Technological/Legal/Environmental, external only, whole industry. Porter's five forces — entrants, suppliers, buyers, substitutes, rivalry; limitation: "doesn't give us a good idea about the market conditions" on its own [June 2023 ER].
3.3.2: Merger = mutual agreement, both boards consent. Takeover = one firm acquires control, can be hostile. Horizontal integration = same product/stage → share + scale. Vertical (back/forward) = secures a supply-chain link. Conglomerate = unrelated market → risk diversification. Diseconomies of scale = rising average cost as a firm grows, often driven by slower/distorted communication through more management layers. Overtrading = growth outruns the cash to finance it — a profitable firm can still fail on cash (no WBS13-specific mark-scheme extract found; taught from first principles).
3.3.4: Handy's culture types — one shared question (concentrated or distributed authority?), then a second question that differs by branch: within concentrated, power (informal) vs role (formal); within distributed, task (shared project purpose) vs person (no shared purpose). Task culture is not "just about organising work into tasks" — it's pulling people from different departments onto a specific project, then returning them [Oct 2022 ER, Zappos]. Shareholder theory = maximise owner return. Stakeholder theory = balance everyone affected. Stakeholder mapping = classify by power × interest, per-decision (not fixed). CSR = voluntarily going beyond the legal minimum, at real cost — "voluntarily" is the load-bearing word.
3.3.5: Gearing/ROCE/current ratio/ARR/labour productivity — see Formulas above. Employee share ownership — motivation/productivity (residual-claimant effort→payoff) and turnover (voice + reward for staying) are separate, independently examined mechanisms — don't answer a turnover question with the productivity one [June 2023 MS/ER Q1d, Lush]. Financial rewards — same separation, independently confirmed a second time [Oct 2023 MS/ER Q1d, Five Guys]. Consultation — Mears Group mechanism (Maslow's higher-level needs → motivation → productivity) plus a real reach-limit: one employee director per 5,400 employees [Oct 2025 MS Q3].
3.3.6: Contingency plan = a course of action prepared for a risk that may or may not happen — state this before describing consequences [Oct 2021 ER, BA]. Risk assessment (identifying threats) is a distinct stage from risk mitigation (having a plan ready) — spec 3.3.6.2a/b. Business continuity = matched to systemic/physical risk (disaster, IT failure). Succession planning = matched to person-specific risk (loss of key staff) — tacit knowledge can't be backed up, only transferred. Resistance to change — four distinct causes, four matched responses: loss of the familiar→ participation; skill-obsolescence fear→education; genuine disagreement→negotiation; inertia→force.
4. Tariff reminders, one line each
- Define (2): the definition alone earns the mark — no example, no application, no context needed or rewarded [spec Appendix 6].
- Calculate (4): missing the £/%/unit sign, or omitting ×100 on a ratio, loses a mark even with the right method and final figure — confirmed across multiple series (Oct 2022 ER Q1a/b, Jan 2025 ER Q1a, June 2022 ER exemplar tip). A wrong final figure can still score most of the marks if the correct formula and workings are shown [Oct 2022/June 2022/June 2023 ERs, all explicit].
- Discuss (8): genuinely two-sided; no conclusion required or rewarded. A one-sided answer caps well below the top band regardless of accuracy [Oct 2021 ER, IAG: "many candidates ignored the command word 'Discuss' and only gave a one-sided response"].
- Assess (12, this paper's tariff — not the 10 Units 1/2 use): needs a stated, reasoned preference — "leading to a supported judgement" — not just balanced description. A conclusion is required and is frequently either missing or a bare restatement — see danger #1 below.
- Evaluate (20): needs "an effective conclusion that proposes a solution and/or recommendations," not a summary of both sides. Quantitative and/or qualitative evidence from the extract should support the judgement, not just illustrate it.
- Every tariff above Define: marking is holistic — a response is read as one whole argument, not scored AO-by-AO against a checklist [near-verbatim in 5 of 6 mined ERs].
5. Top-5 danger warnings — ranked by independent, cross-series repetition
- Conclusion required on 12- and 20-mark answers, but missing or a bare repeat of earlier points. Named independently in 4 separate examiner reports across 4 different series and topics: BA contingency planning (Oct 2021 — "not often seen"), Lush employee share ownership (June 2023 — "often this did not add anything and was a repeat of earlier points"), Five Guys financial rewards (Oct 2023 — "was not often seen"), Patagonia transformative leadership (Jan 2024 — "was not often seen"). This caps a response below Level 4 on every Assess/Evaluate question — up to 64 of the paper's 80 marks. [verified-facts §"Paper structure"; §3.3.4, §3.3.5, §3.3.6]
- Missing the %/£/unit sign, or dropping the ×100 step, on a Calculate answer. Confirmed across multiple series for the %-sign specifically (Oct 2022 ER Q1a/b, Jan 2025 ER Q1a) and for ×100 separately (Oct 2022 ER Q1a, June 2022 ER exemplar tip), plus a unit-specific variant on a non-percentage answer (Tesla labour productivity, Oct 2025 MS Q1a — "13.14" alone scores 3/4, not 4/4). Guaranteed relevant: Q1(a)/(b) open every series with a calculation. [verified-facts "Universal calculation-error traps"; §3.3.5]
- Not defining the named technical term before describing its consequences. Independently confirmed on three different topics, three different series: contingency planning (BA, Oct 2021 — "did not know what a contingency plan was and focused… on the implications"), task culture (Zappos, Oct 2022 — "did not fully understand what was meant by Task culture"), resistance to change (Disney, Oct 2023 — "did not fully understand what was meant by resistance to change"). State what the term actually means first, in the first sentence. [verified-facts §3.3.6, §3.3.4; trap-taxonomy audit §Disney]
- On HR-strategy questions, the productivity/motivation mechanism is a different, separately-marked argument from the turnover/retention mechanism. Confirmed twice, independently, on two different 12-mark Assess questions: employee share ownership (Lush, June 2023 — candidates who "focused mainly on productivity" were marked down for missing the turnover-specific voice/reward-for-staying link) and financial rewards (Five Guys, Oct 2023 — identical pattern, examiner report explicitly calls it the same shape of error). A turnover question needs the turnover mechanism, not the productivity one. [verified-facts §3.3.5]
- Answering an adjacent, related question instead of the one actually asked. Confirmed three times across three different questions: Ansoff's Matrix/Brompton Bikes (Jan 2023 — candidates assessed the new factory, the museum and e-bikes instead of the one thing the question named, "the bike hire" [Jan 2023 ER]), financial rewards/Amazon vs Levi's (June 2022 — some candidates "misread the question and evaluated who was the better employer" rather than the importance of financial rewards [June 2022 ER]), and SWOT/Bosch (Summer 2024 — candidates who produced a SWOT analysis while "neglecting to discuss the benefits of using this tool" for Bosch's strategy were placed in the lower levels [Summer 2024 ER]). Re-read the actual question stem before writing, not just the topic it's attached to. [verified-facts §3.3.1, §3.3.4; trap-taxonomy audit §Bosch]
What this card deliberately leaves out
No grade-boundary figures — signal-frequency-and-boundaries.md confirms zero grade-boundary data
exists anywhere in this course's WBS13 sources, so there is nothing genuine to compress here; fetch
fresh from Pearson's own published tables if one is ever needed. No likelihood percentages for what
"will" come up — this course's own standing rule is "seen in N of M series checked," never an invented
probability (see signal-frequency-and-boundaries.md §2 for the full per-sub-section counts). Full
definitions prose lives in codex-definitions-and-application-bank.md; the full trap-taxonomy lives
across the eight lesson files' own trap-taxonomy items, cross-referenced by name in
forge-exam-technique-guide.md rather than reproduced again here. Three spec areas remain genuinely
thin on primary-source exam evidence — key factors in change generally (3.3.6.1, one loose-fit Tesla
extract), organic growth methods (3.3.2.2, zero confirmed), and two of the three 3.3.5.3 HR
calculations (labour turnover and absenteeism, zero confirmed worked figures) — this card states the
spec-accurate formula or definition for each without inventing a mark-scheme quote or worked figure
that doesn't exist; see research/veridian/WBS13-verified-facts.md's own "Flagged issues" section for
the full, honest accounting of what has and hasn't been found.
