Business Paper 3 — Business Decisions and Strategy
The 2-Mark Define Guide
Provenance (written 2026-09-29). Built from research/veridian/WBS13-verified-facts.md (read in
full) and a fresh primary-source search this session that goes beyond what that file itself checked.
content/veridian/technique-hub/wbs13/forge-exam-technique-guide.md, forge-battle-card.md and
forge-vocabulary-precision-list.md were all read first, specifically to avoid restating what they
already say about this tariff — all three already flag Define as spec-real but not confirmed as a
real question on this paper; this document's job is to check that claim properly rather than repeat
it, and to build the mechanics lesson the claim's honesty still leaves room for.
The check performed this session, beyond the existing flag: the existing flag was built from the
~9 series WBS13-verified-facts.md mined in depth. This pass instead grepped the full local
Master-Consolidated archive at /Users/neosteinhoff/Documents/SOL/Papers/IAL_Paper3_Complete/ Master_Consolidated_Docs/ — Business_Paper3_Mark_Schemes.md, Business_Paper3_Past_Papers.md and
Business_Paper3_Examiner_Reports.md, which between them hold every WBS13 series from January 2020
through October 2024, 15 series in total — for the word "define" as a command word. Result: the
gap is confirmed, on a much larger sample than before, not narrowed. Every one of the roughly dozen
hits across the archive is the same recurring examiner-report line — "Do not define the key term in
the 'Explain' questions" — appearing in nearly every single series' report (confirmed directly this
session in the October 2024, October 2023, October 2022, October 2021, October 2020, June 2024, June
2023, June 2022, January 2024, January 2023, January 2022, January 2021 and January 2020 reports).
Not one of those series contains a real, standalone 2-mark Define question. This is a stronger,
better-evidenced version of the same honest gap this hub's other documents already carry — worth
recording precisely rather than leaving as a smaller-sample flag.
WBS13 Tariff Deep-Dive — The 2-Mark Define Question
What this is and isn't
This is the shortest file in this set, because the real material is short. Define is genuine,
spec-confirmed content — Appendix 6 states its own requirement plainly, and the tariff exists on the
paper's command-word list (forge-exam-technique-guide.md §2 already covers this at section level).
What doesn't exist, across every series this course's research has read directly or searched by
keyword — 15 series, January 2020 to October 2024 — is a real WBS13 exam question that actually
carries this command word. Section A's opening two sub-questions rotate between Calculate, Construct
and (occasionally) Explain (see forge-tariff-4-mark-questions.md); Define has never been the
observed choice.
This document does not invent a worked Define question to fill that gap. Per this course's standing rule, if real material runs out, the document ends where it ends — the honest content below is the whole of what a Define-tariff file can responsibly say for this specific paper.
1. The tariff's own mechanics, as far as they're confirmed
Appendix 6 (spec p.56), transcribed directly: Define "requires students to define a term or phrase."
Two marks, no further breakdown given in the specification itself — unlike Calculate, Construct and
Explain, which each carry an explicit Knowledge/Application/Analysis split confirmed directly against
real mark schemes (see forge-tariff-4-mark-questions.md §1), no primary-source WBS13 Define mark
scheme exists to confirm whether a real 2-mark Define question would be split 1+1, awarded
holistically, or something else. Anything beyond the spec's own one-line description would be
invented, not verified, and is left out.
What the spec's own wording does support: "the whole mark is the definition itself — no example, no
application, no context needed or rewarded" (forge-battle-card.md §4, itself a direct paraphrase of
Appendix 6, not an independent finding). This is a low-risk inference from a two-word command-word
description, not a separate discovery — recorded here as the one piece of genuine technique this
tariff supports, and flagged as an inference rather than a quoted mark-scheme rule, because no mark
scheme exists to quote.
2. The one closely related, richly confirmed trap — which is NOT this tariff
The single most repeated instruction in this paper's entire examiner-report record is a warning that sounds like it's about Define, but is actually about protecting the Explain tariff from being answered as if it were Define:
"Do not define the key term in the 'Explain' questions. The Knowledge mark is for the way, the reason, the benefit, the impact or the aim." (October 2024 ER, "Paper Summary" — worded near- identically in at least eleven other series' reports checked directly this session)
This is worth naming precisely, because the two ideas are easy to conflate and the conflation is
exactly what costs marks on the real paper. Define, as a command word, rewards a definition and only
a definition — full stop, two marks, nothing else asked for. Explain, a completely different
4-mark tariff, specifically does NOT reward a definition; its Knowledge mark requires a reason, a
cause, a way, or an aim, and Appendix 6 says so directly ("a brief explanation of cause or effect").
A candidate who opens an Explain answer with "a shareholder is a person who owns shares" has, in
effect, answered the Define question that was never asked, at the cost of the sentence that would
have earned the actual Knowledge mark on the question that was. See
forge-tariff-4-mark-questions.md §3 for the full worked treatment of this trap on the real, primary-
source-verified Lush and IAG Explain questions — it belongs there, not here, precisely because it is
an Explain-tariff failure mode, not a Define-tariff one, however similar the underlying words look on
the page.
3. Self-mark check
Deliberately short, because the tariff itself is:
- If a real Define question ever appears on this paper, is my answer a definition ONLY — no example, no business context, no application to the extract? Appendix 6 asks for nothing else, and (per §1 above) nothing else is confirmed to earn credit.
- Am I confusing this tariff with the much more heavily tested trap of NOT opening an Explain answer with a definition? These are opposite instructions for two different command words — Define wants a definition and only a definition; Explain specifically doesn't.
4. What this document cannot tell you
Named plainly, per this course's standing rule against forcing content where none exists:
- No real WBS13 Define question has been found, at all, in any series read or searched. This is
not "thin evidence" the way Analyse's own gap is genuinely thinner still (see
forge-tariff-6-mark-analyse.md) — it is a complete absence across a 15-series search, not a partial one. - No mark-scheme AO breakdown for a 2-mark Define question exists to confirm or deny whether it would be marked as a single holistic 2-mark judgement or a 1+1 split. Appendix 6's own wording gives no indication either way, and this document does not guess.
- If Define does appear on a future series, the safest approach is the one Appendix 6's own wording already supports without extension: answer with a definition, nothing more, and treat the self-mark check above as sufficient — there is no richer, exam-verified technique to add beyond it until a real question exists to check it against.
