Business Paper 3 — Business Decisions and Strategy

Topic Brief: Business Objectives and Strategy

SIGNAL Topic Master Brief — Business Objectives and Strategy (WBS13, spec 3.3.1)

Provenance — written 2026-09-28. Built directly from research/veridian/WBS13-verified-facts.md, this topic's own section (lines 305–674 at the time of writing). Cross-checked against the two documents already covering this ground in this folder, so nothing here repeats them: codex-deep-dive-business-objectives-and-strategy.md §5–7 (the fullest existing series-by-series table, cross-cutting pattern analysis and gap list) and signal-frequency-and-boundaries.md (the whole-paper, per-sub-section frequency table — see its rows 3.3.1.1–3.3.1.4 for the sub-point-level counts). Read both of those first for full mechanism and content; this document adds only what neither states in one place: a topic-level frequency figure, a Section-B-vs-Section-C tariff split, and a short exam-day expectation summary. It does not duplicate the worked exemplars in the lesson file (content/veridian/curriculum/wbs13/business-objectives-and-strategy.ts) or the verbatim questions already stored in content/veridian/question-bank/wbs13.ts.

1. How often has this topic actually been tested?

Seen in 7 of 12 series checked — June 2022, Oct 2022, Jan 2023, June 2023, Summer 2024, Jan 2025, Oct 2025 — via 9 separate confirmed real questions. Two of those series (Jan 2023, Jan 2025) each supplied two separate 3.3.1 questions testing two different sub-points, which is why 9 questions map to 7 series, not 9. Five checked series show no confirmed 3.3.1 sighting in the material actually read for this course — Oct 2021, Jan 2022, Oct 2023, Jan 2024, Oct 2024. That is a floor on what has been found in the material read, not a ceiling on what those five papers actually contain: they were not all mined to the same depth for this specific spec point.

2. Tariff pattern

Three tariffs recur, never a fourth: one 8-mark Discuss (June 2022 Q1(c), mission statement — the only occasion in this set this topic sits at the lighter Discuss tariff rather than Assess or Evaluate), three 12-mark Section-A Q1(d) Assess questions, and four 20-mark Section B/C Evaluate essays. The essay split matters and is not stated in either companion document: three of the four 20-mark instances sit in Section B (Q2) — June 2023, Jan 2025, Oct 2025 — and only one in Section C (Q3) — Jan 2023's Dr Martens question. On the evidence read so far this topic has supplied the Section B essay more often than the Section C one, though four instances is a thin base to lean on hard, and no series has produced two 3.3.1 essays at once.

3. Recurring context or angle, across the confirmed set

4. If this topic appears: what to expect

On the pattern above, a 3.3.1 question in this set is somewhat more likely to have arrived as a named-company Assess or Section-B essay than as the paper's Section C essay, and has tested strategy theory or external influences more often than the mission-statement sub-point, which this evidence has only seen once. Expect a real company mid-decision — entering, defending or repositioning — rather than a hypothetical one, and expect the taught framework (Ansoff, Porter's five forces, Porter's Strategic Matrix, PESTLE, SWOT, portfolio analysis) to be necessary but marked on how it is applied to that company's own figures, not on being named correctly. None of this is a prediction of what will be set next; it is a description of what has been set so far, held at the "seen in N of 12" resolution this course's standing discipline requires — never a percentage or a likelihood claim.

5. Limits

This brief inherits every gap already logged in CODEX §7 and does not restate them — sub-point coverage inside Ansoff, PESTLE, Porter's Strategic Matrix and portfolio analysis is uneven across the confirmed set, and no WBS13 grade-boundary data exists anywhere in this course's sources (see signal-frequency-and-boundaries.md §3 for the full standing note). One row in the table above (Oct 2025) is mirror-fetched rather than a direct qualifications.pearson.com download; see that document's own provenance note before treating it as equal in standing to the rest.
