Business Paper 3 — Business Decisions and Strategy
Topic Brief: Forecasting and Investment Appraisal
Provenance (checked 2026-09-28): research/veridian/WBS13-verified-facts.md read and grepped in full
for every 3.3.3.1 (quantitative sales forecasting) and 3.3.3.2 (investment appraisal) hit, including the
Quantitative Formulas table and the "Command word/tariff pattern" note under §3.3.3; content/veridian/ curriculum/wbs13/forecasting-and-investment-appraisal.ts read in full (its worked chains and
Amberview/Larkspur/Bramwell Brown exemplars are cross-referenced, not reproduced); content/veridian/ technique-hub/wbs13/codex-deep-dive-forecasting-and-investment-appraisal.md read in full — its own
exam-angle table (§2) is the starting point for the series list below, checked directly against the
facts bank rather than trusted as final; signal-frequency-and-boundaries.md read in full to confirm
this brief's series denominator (12) and to avoid restating its section-wide count row; content/ veridian/question-bank/wbs13.ts grepped for this topic's companies and terms — zero hits, nothing to
duplicate. No new primary-source fetching was done this pass. One correction to the CODEX table is
made below (§1), sourced directly to the facts bank's own Quantitative Formulas table and tariff-pattern
note, not to a fresh document.
WBS13 SIGNAL — Topic Master Brief: Forecasting and Investment Appraisal
Spec 3.3.3, items 1–2. A frequency-and-pattern summary, not a re-teach — mechanism and worked
numbers live in forecasting-and-investment-appraisal.ts; full exam-angle synthesis lives in the
CODEX deep-dive of the same name. What this adds: the complete real series list for this specific
topic pairing, corrected against the facts bank directly, with the tariff pattern, recurring angle and
an "if this appears" summary pulled into one place.
1. Every real series confirmed testing this topic
Seen in 5 of 12 series checked.
| Series | Question | Tariff | Business | Angle |
|---|---|---|---|---|
| Oct 2021 | Q1(b) | 4-mark Calculate | Airbus A350-1000 | Simple payback, aircraft purchase |
| Jan 2022 | Q1(a) | Calculate (exact tariff not separately confirmed) | Bramwell Brown | ARR, 31.95%, Extract B |
| Oct 2022 | Q1(b) | 4-mark Calculate | Pets at Home | 3-year moving average, UK pet-ownership %, 47% |
| Oct 2022 | Q1(c) | 8-mark Discuss | Pets at Home | Forecasting limitations — same extract as Q1(b) |
| Jan 2023 | Q1(e) | 12-mark Assess | Brompton Bikes | Simple payback, £100m Ashford factory |
| Jan 2025 | Q1(c) | 8-mark Discuss | Spotify | Forecasting usefulness — a forecast that held |
Correction to the CODEX deep-dive's own exam-angle table: that document lists only five rows and states the moving-average calculation mechanics are confirmed "only via… a mark scheme's indicative content… not as a standalone Calculate question." The facts bank's own tariff-pattern note says otherwise — the 3-year moving average is grouped explicitly with gearing, YED and contribution as one of the "Q1(a)/(b) calculation pairs" this paper opens Section A with, i.e. a real, separately tariffed Calculate question (Oct 2022 Q1(b)), not indicative content borrowed from elsewhere. Added here as its own row rather than silently left out.
2. The mark-tariff pattern
Confirmed tariffs run from 4-mark Calculate up to 12-mark Assess — no confirmed 20-mark Evaluate, and no confirmed Section B/C essay, on this specific topic pairing in the 12 series checked; the richest 20-mark Evaluate questions inside 3.3.3 as a whole belong to critical path analysis and decision trees, not forecasting or investment appraisal. Forecasting itself never reaches a standalone tariff above 8-mark Discuss; its one confirmed Calculate appearance (Oct 2022 Q1(b)) sits inside the same series as a Discuss question on the same extract, not as an isolated hit elsewhere. Investment appraisal spans the fuller range on its own — a bare 4-mark Calculate and a 12-mark Assess, both on payback specifically. Every one of the six confirmed real hits sits in Q1, Section A — none in Section B or C.
3. Recurring context/angle
Payback is the only sub-part tested at both ends of the tariff range, and both real appearances reason from the nature of the business, not bare mechanics. Jan 2023's Brompton Bikes Assess credits answers linking method choice to a "very dynamic market… changing rapidly," while the standard counter-argument, confirmed in the same examiner report, is that payback "ignored the time value of money or the overall profitability of the investment" — the recurring shape is method-suits-business reasoning, not a bare calculation restated in words.
ARR's one confirmed appearance carries a well-documented, exam-verified trap pattern: candidates in the Jan 2022 examiner report either didn't know the formula, gave an answer "in years and months" (confusing ARR's percentage output with payback's), or dropped the % sign after a correct calculation.
Forecasting's two Discuss appearances are a genuine two-sided pair, not two copies of one argument. Pets at Home (Oct 2022) argues a recent rise "does not mean this will continue"; Spotify (Jan 2025) shows a forecast that actually held, off by "2 million more than the forecast number" in the business's favour. Both are real indicative content for the same 8-mark question-type, on different companies, three series apart — the balance is what both mark schemes reward, not either side alone.
One series alone supplies two different angles on the same extract: Oct 2022's Pets at Home data feeds both a Calculate (the moving average itself) and a Discuss (whether that trend should be trusted) — a real precedent for this topic being tested twice, at two tariffs, off one shared set of figures.
4. If this topic appears — what to expect
Most likely, based on 5 of 12 series: a short 4-mark Calculate opening Section A — a moving average, payback, or ARR figure, often paired with a second calculation in the same Q1(a)/(b) slot. Next most likely is an 8-mark Discuss on forecasting's reliability, argued from the specific numbers in the extract and rewarded for holding both sides, not for picking one. The heaviest confirmed real use is a 12-mark Assess on payback specifically, built around whether the method suits this business, weighed against its blindness to time value of money and overall profitability. Not yet confirmed at all: NPV as live exam content (3.3.3.2c is real, examinable spec content — its absence from these 12 series is a floor on sightings, not a ceiling on what the specification can still examine), and this topic at 20-mark Evaluate or in Section B/C — either would be a first in the material this course has checked, not a repeat.
