WHAT THIS DRILLS AND WHY IT EXISTS

P2 is the evaluate-your-own-argument step. It comes immediately after your first KAA chain (P1) and before the counter-argument (P3). It is the single most commonly missed element in the WEC12 system.

From the rubric: P2 separates Level 3 KAA from Level 4 KAA on the 20-marker, and Level 2 evaluation from Level 3 on both the 14-marker and 20-marker.

Most students know they should evaluate. They put it at the end — after both chains. The examiner reads this as generic summary evaluation. It earns Level 2 eval. P2 is evaluation placed immediately after Chain 1, before Chain 2 exists. That is bilateral development.

No document in any free WEC12 resource drills this specifically.

THE FOUR COMPONENTS OF P2

COMPONENT 1 — TRIGGER PHRASE
Signal evaluation is following (not more KAA).
"However, the effectiveness of [P1] depends on..."

COMPONENT 2 — MECHANISM OF LIMITATION
HOW P1 is weaker than it appears.
NOT a new argument. REDUCES confidence in P1.
If [condition fails] → [mechanism] → [P1 fails]

COMPONENT 3 — DATA ANCHOR
Specific extract or own-country figure confirming
why the condition might not hold.

COMPONENT 4 — "ONLY IF" CONDITION
The explicit conditional statement.
"This holds only if [specific condition]."

P2 must NOT: Add new KAA / agree with P1 / recommend policy / name limitation without mechanism.

THE 10 DRILL CHAINS — WRITE P2 FOR EACH

For each chain below: cover the model, write your P2, then compare. P2 must REDUCE confidence in the chain — not add to it.

DRILL 1 Chain 1: "The UK base rate rising from 0.1% to 5.25% contracted consumer expenditure, shifting AD leftward and reducing demand-pull CPI from 11.1% to 4.0%."

Write P2: _______________________________________________

Model P2: "However, the borrowing-cost disinflation channel holds only if UK inflation was predominantly demand-pull in origin. If the Russia-Ukraine energy price shock — a cost-push SRAS shift — was the primary CPI driver, rate rises compressed demand without addressing the supply-side inflation source, risking stagflation where both inflation and unemployment rise simultaneously. The coexistence of tight labour markets (3.5% unemployment) and elevated CPI suggests demand-pull was present but not the sole driver, making the rate rise necessary but potentially insufficient as a standalone instrument."

DRILL 2 Chain 1: "Government investment in education raised Japan's human capital, shifting LRAS rightward and enabling non-inflationary GDP growth above the previous trend rate."

Write P2: _______________________________________________

Model P2: "However, this LRAS shift holds only if investment is sustained over the full 15–20 year horizon required for workforce composition to change — the electoral cycle creates a commitment problem where costs fall on current taxpayers while benefits accrue to future workers. Japan's productivity remaining approximately 30% below the USA despite decades of education investment suggests that structural barriers beyond skills — including corporate governance, labour market rigidity, and demographic decline — may be binding constraints that education investment alone cannot resolve."

DRILL 3 Chain 1: "UK furlough scheme deploying £70bn shifted AD rightward through the multiplier, preventing the −9.9% GDP contraction from deepening further and preserving employment relationships."

Write P2: _______________________________________________

Model P2: "However, the furlough mechanism holds only if monetary policy accommodated the fiscal expansion — the Bank of England holding rates at 0.1% simultaneously prevented the £70bn injection from crowding out private investment through higher bond yields. If rates had risen to fund the deficit (as in a currency crisis scenario), the net AD effect would have been reduced by the I contraction offsetting the G increase, confirming that fiscal effectiveness is conditionally dependent on monetary accommodation."

DRILL 4 Chain 1: "Egypt's base rate rising to 27.25% attracted capital inflows, causing the pound to appreciate and reducing import-cost inflationary pressure on Egypt's CPI."

Write P2: _______________________________________________

Model P2: "However, the exchange rate appreciation disinflation channel holds only if Egypt's inflation was substantially import-cost-driven — if domestic monetary factors (money supply growth, fiscal dominance) represent the primary CPI driver, appreciation reduces import costs without addressing the fundamental inflationary source. Egypt's 35% pound depreciation context suggests the exchange rate channel was operating in reverse prior to tightening, meaning rate-induced appreciation partially reversed the inflationary shock rather than resolving its structural causes."

DRILL 5 Chain 1: "Brazil's Gini coefficient of 0.49 persisting despite +4.99% GDP growth in 2021 demonstrates that market-led growth worsens income inequality as gains concentrate among capital owners and formal sector workers."

Write P2: _______________________________________________

Model P2: "However, this growth-inequality mechanism holds only if growth is unaccompanied by redistribution — South Korea's Gini falling from approximately 0.42 to 0.31 alongside sustained GDP growth demonstrates that active redistribution through progressive taxation and universal education can decouple growth from inequality. Brazil's Gini persistence therefore reflects a policy failure (insufficient redistribution) rather than a structural economic inevitability, meaning the growth-inequality conflict is resolvable with deliberate institutional design."

DRILL 6 Chain 1: "World GDP doubling between 2000 and 2023 while greenhouse gas emissions rose 32% demonstrates that economic growth generates environmental damage through increased resource consumption and carbon emissions."

Write P2: _______________________________________________

Model P2: "However, the 32% emissions rise versus the 100% GDP growth confirms partial decoupling is already occurring — emissions intensity per unit of GDP has fallen substantially as the composition of global output shifts toward services and less carbon-intensive activity. This holds only if growth continues its compositional shift toward low-carbon sectors; manufacturing-intensive developing economies pursuing industrialisation face a tighter growth-environment trade-off than service-sector economies, meaning the conflict is policy-dependent rather than universal."

DRILL 7 Chain 1: "India's informal sector comprising ~90% of the workforce limits the effectiveness of monetary policy transmission as informal sector workers have limited access to formal credit markets."

Write P2: _______________________________________________

Model P2: "However, the transmission limitation holds only if the informal sector remains disconnected from formal financial channels — as formalisation increases through digital payments and microfinance expansion, the proportion of economic activity responsive to rate changes grows, gradually improving transmission effectiveness. India's rapid digital payments growth post-2016 demonetisation suggests transmission is improving, meaning the limitation is diminishing rather than structural and permanent."

DRILL 8 Chain 1: "South Korea's base rate rising 2.25 percentage points from 1.25% to 3.5% increased the hurdle rate on investment projects, contracting capital expenditure and slowing GDP growth below trend."

Write P2: _______________________________________________

Model P2: "However, the investment contraction holds only if the rate rise was unanticipated or exceeded market expectations — if the tightening was gradual and well-signalled, firms could adjust investment pipelines without abrupt contraction as the rate path was priced in. The Bank of Korea's communication strategy during the 2022–2023 tightening cycle — pre-signalling moves — partially mitigated the investment shock compared to surprise tightening scenarios, suggesting the magnitude of investment contraction was lower than an equivalent unannounced rise would have generated."

DRILL 9 Chain 1: "Deflationary fiscal policy (spending cuts + tax rises) reduces the fiscal deficit by contracting government expenditure as a component of AD, reducing aggregate demand and inflationary pressure."

Write P2: _______________________________________________

Model P2: "However, the deficit reduction holds only if the fiscal multiplier is below 1 — if the multiplier exceeds 1, spending cuts reduce GDP by more than the spending reduction itself, shrinking the tax base and widening the deficit paradoxically. Argentina's persistent fiscal deficit despite repeated austerity measures suggests a high multiplier context where cuts generate contractionary spirals rather than fiscal consolidation, confirming that the 'austerity reduces deficits' mechanism is context-dependent and fails in high-multiplier, low-confidence environments."

DRILL 10 Chain 1: "Germany and Ireland's GDP contracting for two consecutive quarters in 2023 (Germany −0.4%/−0.1%, Ireland −1.9%/−0.7%) risks hysteresis as extended unemployment generates skills deterioration that converts cyclical unemployment into structural, permanently raising the NAIRU."

Write P2: _______________________________________________

Model P2: "However, the hysteresis risk holds only if the recession is prolonged — Germany's brief technical recession (two quarters, modest contraction) generates limited hysteresis as workers retain skills and employment relationships are preserved. Ireland's slightly deeper contraction raises greater hysteresis risk, but both remain substantially below the 4+ quarter threshold at which skills decay becomes economically significant. A rapid recovery (which both economies subsequently achieved) would largely prevent the cyclical-to-structural conversion, confirming hysteresis is a risk conditional on recession depth and duration rather than a guaranteed consequence."

4/4 = Level 3 eval secured. 2/4 = "only if" is almost certainly missing. Below 2 = P2 is adding KAA, not evaluating P1.
